I am trying to create an animated path on a moving video of a map highway.

I have a 55 second video of a map showing highways. The map is too large to fit the screen so the map has to move so the beginning location moves down while the end location comes into view, hence the use of a video. I want to have an object (arrow, dots ) to travel along the path as the video plays. How do I get the path to follow the highway while the video plays in the background?

You would need to check into a video/movie editing app that will allow overlays (overlaying one video over another). iMovie may do the trick - you'll need to check to make sure it does what you are expecting to do or research online for other apps.
