Is there a way to monitor whether a repair technician has accessed data on my phone?

No.

UPDATE: Well, there is a way if you plan ahead. Open the Recently Used window (double-press the HOME button on phones that have one, swipe up and pause mid-screen on Face ID phones), then swipe up every app to kill it. Do this before giving it to the technician. Then when you get it back you can check which apps have been reloaded (unless the technician also kills them).

The better approach is to back up the phone and wipe it before having it serviced, then restore the backup when you get it back. That’s 100% sure.
