Siri Will Not Add to Existing Notes

Possibly since the latest iOS(14.8) and iPad OS(14.8) security update, Siri will no longer edit (add to) existing notes. Is this a bug or some security change? Siri continues to create new notes as normal. When dictating a command (Siri, add tomato to my note, grocery) the reply is "Sorry I can't help with that. Let me know if you want to open the Notes app."

I have restarted devices and asked a friend who's results were the same (iPhone Xr, iOS 14.8)
