No internet after uninstalling Norton 360

I accidentally uninstalled Norton 360 by dragging and dropping into the trash, and then emptied the trash. I then realized that that was a dumb idea. My MacBook Air started restarting and restarting until it finally stopped for a bit and I got the chance to open up Google Chrome I typed in “Mac keeps restarting after uninstalling Norton” and then it said no internet. Also, because I have no internet, I can’t download Norton Uninstaller or anything to help uninstall Norton fully. Please I am begging anyone who knows anything to help, I really need this laptop for school.

Restart the computer in Safe Mode . This will eliminate all third party software, extensions and fonts from loading including elements of the leftovers of Norton C*&^ware.

This should allow Internet Connections to resume. The get the Installer and preform the proper Uninstall
