Why isn’t the new iPhone 13 Pro Max supported for “notify me when left behind” when older phones are? Why can’t it be sent to my Apple watch?

You may have already done this, but make sure you are sharing your location from your iPhone 13 Pro Max, not your old phone. Notifications will be sent to whichever device you are sharing your location from. I haven’t tested it but I’m assuming if you have an Apple Watch paired to your iPhone then the watch will receive notifications too.
