Apple Watch 5 will not update to WatchOS 8

My S5 Apple Watch will not update to WatchOS 8.

Initially running iPhone 12 on iOS15, and the watch auto-updated to 7.6.2, but will not update to 8.0.

Now with iPhone 13 Pro Max on iOS15 with bug fix applied, and same issue, watch will not update past the currently installed 7.6.2.

Have tried re-starting and hard reset with no success.
