Mac mail rules

Hello ... I am using Mac Mail version 14.0 on a MacBook Pro with OS 11.6 I have several email accounts, most of them Gmail.

I am not having much success with "rules" to push incoming email to defined folders. My rules are set up with two conditions: 1) that the incoming email comes from a defined email address, and 2) that the receiving email account is a defined email address.

The rules work but they have an unwanted consequence: All incoming email that is NOT defined by a rule is not going to the inbox (which is where it should go, and where I want it) ... but it is going to the Archive. I've missed several important emails because I didn't know they were in the Archive.

This is not the behaviour I want from the rules, so I deleted all rules ... and now all my mail is going to the inbox where I want it. This is unfortunate because rules could help a lot if they worked properly.

Is there a different way to set up the rules?

Is there a problem with how Mac Mail version 14.0 uses rules?

Mac mini, macOS 11.6
