My Apple payment method is being rejected

Good morning, I’m in Nigeria but my pay for any apple subscription via my access bank visa Debit card is been declined and I’ve been unable to opt in for any subscription. How can I fix this?

Possible fixes. Fix ‘Your Payment Method Was Declined’ Error In App Store. -

Payment method declined in iTunes or the App Store. -
