I don't know why this is still marked as the right answer when it isn't. I just bought my daughter a refurbished iPhone 7 and to our surprise the shutter sound could not be muted, so I started to investigate and realized we had been sold a Japanese model (A1779). Then I started to investigate whether there was any way to disable it and came across this post here, and was disheartened.
But after reading so many replies in this thread confirming that it could be done I just didn't understand how someone could be so sure it wasn't possible while so many others were confirming it was. However, I couldn't figure out why I wasn't able to mute the shutter sound on my daughter's phone. I updated to iOS 15.2 (it was on 15.1 when we got it) and still the shutter sound could not be muted. Then I came across a Reddit post indicating that you needed to be on iOS 15.x, be physically outside Japan and have a non-Japanese SIM card. Well, I met all three requirements and still could not disable the shutter sound.
So I decided to remove the SIM card and insert it again and... voilà. Now my daughter's Japanese model iPhone on iOS 15.2 can take photos silently!
So here is confirmation that it works, even on iOS 15.2 which just came out yesterday, so that maybe someone responsible for this thread can unmark the post I'm answering to as the correct answer and mark any of the many posts indicating that I can indeed be done as the right one.

I am using a japan iphone. Before installing ios 15 it had a shutter sound even when silenced. After installing it, I realized the camera is muted when phone is silenced
Yes it is true! I have a Japanese iPhone with iOS 15 and the shutter sound does get muted now.
For me, yes it does. Also I had the sim unlocked since Im using it overseas. After the sim unlocking and the OS Update, the camera shutter sound is gone when its on mute.
Hi! I’m using iphone 11 JP variant here in the Philippines. I just updated to ios 15 yesterday. Used the camera today and was surprised that it didn’t make a sound at all. Tried the “live mode” and “live off” mode. The shutter sound has been disabled i guess 🙂

Finally i got rid of the annoying camera shutter.
Below are the very easy steps to get rid:
Go to settings - change the region of your iphone to India - restart then try. It will not come.
If still the problem persist then do below:
Take proper backup of your iphone from itunes.
Complete reset your device - then setup your device and select region as india -Restore the backup from itunes - then try it won't make any camera shutter sound.
Then you can come back to your original region.

You are wrong, Japanese variant phones camera shutter sound cannot be silenced.
No, it is set by default and updating the iOS wont change it. You will have the camera shutter sound.

Yup, still works on iOS 15.1. I assume this is not a bug and will work on every iOS version from now on!
Normal Photos are silent now when the switch is muted, but Portraits are still done with the shutter sound. Almost seems like a bug to me.. :-)

Yes there is no shutter sound with ios 15. I’m using iphone 12 pro max abroad not in japan. Though I’m not sure this is a feature or bug?
