I just bought a Mac 24 inch. Why is the screen only 21 1/2 wide?

I just bought a new Mac 24 inch from Apple. It seemed like a small screen when I received it a few weeks ago. I just got around to measuring it and the screen is only 21 1/2 inches wide. Why does apple call it a Mac 24 inch when it is only 21 1/2 inches wide?

It is standard practice in the computer (and television) industry to measure screens diagonally.
