Can iPhone 12 older videos be adapted to iPhone 13 to show cinematic mode with older videos taken with previous phone ?

Can iPhone 12 older videos be adapted to iPhone 13 to show cinematic mode OR other photos enhancements with older videos taken with previous phones?

Always wanted to know the answer to this questions , since most people upgrade their iPhones every couple or years or so.

So, stands to reason older photos taken will phones they had previous will they showcase all the new photo and videos that they new iPhones feature ?

Short answer. No. The new modes and features that were mentioned during the keynote as part of the iPhone 13 announcement are hardware specific features. The camera and the processor on the iPhone 12 series devices can not perform the same actions as the are not the same hardware. There will almost always be a new feature that has a software and hardware requirement that will leave previous generations without one or two things the newer ones have.
