In my iPhone with iOS 15 I have converted a folder into a smart folder and from that point on, I am not able to see the new smart folder in my Mac Pro M1 with Big Sur. Is this a bug or I am omitting something?

You presumably created a Smart Folder in Notes on your iPhone. But MacOS Big Sur is from last year, so it doesn’t have the latest features. You would almost certainly have to wait for MacOS Monterey to work with this on a Mac.

Well, according to this official link https://support.apple.com/en-us/HT212507, I shouldn't have the problem you mentioned:
[....If you create a tag on a device with iOS 15 or iPadOS 15, it'll show up in Notes on your other Apple devices if they're using at least the latest version of iOS 14, iPadOS 14, or macOS Big Sur....]

As you noted, that part of the article refers to tags. It does not refer to Smart Folders.
