There are legal issues for Apple establishing a corporate presence in Iraq and as of this writing Apple still has not done so. Apple is famous for not discussing internal business and besides this is a user-to-user technical support site operated by Apple, no Apple management/executives are here to see your post. Iraq has sanctions, therefore apple will not be launching there anytime soon, unless the sanctions are lifted. Hope for the best, but as of now you will have to wait.
Iran has sanctions, Iraq does not.
