I have an iPad mini 3 that is at iOS 12.5.5 and can’t update to a newer iOS. I want to download an app, but I get a pop up that says can only download with iOS 13 or newer. Is there a way to download a version that is supported by iPad 12.5.5?

If you have a device with a more recent version of iOS/iPadOS than is installed on your iPad - an App purchased on the newer device can unlock access to a previous version of the App that is compatible with an older version of iOS.
This workaround does not work in all cases - and is entirely dependent upon the App Developer having left the older version of the target App available within the App Store.
