Question about iCloud storage space

I keep getting a notice when I try to take videos or picture that I am out of space. I go to my settings and “manage space”. I pay $9 a month for 2t of space (the largest option available” and when I run check on my usage of space I am only using a very very small fraction of that space, yet I still get these error messages. I made sure that the option to store my photos on iCloud is selected, but I must be missing something. The only thing I can think is that I need to clear my phone pictures off because they are taking up space there but I am terrified of losing them. When I delete a picture from my phone it doesn’t stay in my iCloud, from what I have can tell from my experiences in the past, anyway. Is there something I can do to fix this ? Someone please help me!!!

Sign out of iCloud, restart your device and sign back in.

Then go to Settings > [your name] > iCloud > Photos. Turn on iCloud Photos. Select Optimize iPhone Storage to save space on your device. From now on all your high resolution pics will be stored in iCloud and smaller version will be on your iPhone. This way you can free up a lot of space depending on the number of photos and their size.

You're getting the notice because your device is out of space. If you want more space on your phone, you'll need to buy a phone with larger storage. You can also optimize your photos on device (Settings > Photos) which will reduce the amount of storage used on your phone while keeping originals in the cloud. Yes, if you delete a photo on your device it will also be removed from the cloud.
