I have a MacBook Air (13 inch, early 2015. It was using macOS El Capitan and I just upgraded by OS to High Sierra Version 10.13.6. But now my access to Mac Apps is being denied. Very frustrating since one of the main reasons I upgraded was so I could use certain Apps that require 10.13 and above. What can I do?

Can you access no apps on the Mac?
Reboot your Mac and see if the problem is cleared. If rebooting your Mac doesn’t fix things, see if the problem still happens in Safe mode (hold the shift key down at startup). It can take much longer to safe boot (10 min) so be patient.
