Notes stored locally on iPad disappeared after syncing to iCloud.
After I synced my notes to iCloud, the notes on the iCloud started downloading on the ipad but the notes stored locally on the iPad disappeared.
Is there anything I can do?

See this, Restore your iPhone, iPad, or iPod touch from a backup - Apple Support You cannot just access the data in the backup, you have to restore your device to that backup.
