iOS 15 Focus location Smart Automation not working

I setup the default option Work with a Smart Automation set for a location: I have it set to turn on when I arrive at my place of work and turn off when I leave. Tried it for a couple days now and it doesn't run the automation. I spend a significant time in the set location after arrival and it doesn't turn on Focus, and I get miles away after I leave and it doesn't turn off Focus. I checked and my location services are on for all of my system services.
