Hi there niyahjae,

Welcome to Apple Support Communities.

We understand that the App Switcher is available by swiping up when you have Assistive Touch enabled. In Settings > Accessibility > Touch > Assistive Touch, do you have Perform Touch Gestures enabled? If not, enable this feature and then try accessing the App Switcher. You can review Assistive Touch settings you can change as shown in Use AssistiveTouch on your iPhone, iPad, or iPod touch.

Toggle Assistive Touch off, restart iPhone, and enable again.

Regards.
