iphone 12 mini not receiving text notifications

Just got iPhone 12 mini and not receiving any text notifications either in lock screen, awake iPhone or count on the app icon. But when go into messages they are there. I'm getting these notifications on my MacBook Air via the Message app but not the iPhone 12 mini.

I have done the following and its still not working:

-ensured my phone is NOT on silent

-disabled Messages, rebooted and re-enabled

-upgraded to iOS15.0 (19A346)

-disabled Messages, rebooted and re-enabled again

-disabled Focus and disabled timed 'do not disturb' (planned for 10pm-8am which is not the time when I was testing)

-rebooted again and still not working

Does anyone have any idea how to fix this?
