To do this:

Open Safari
Tap ᴀA on the left side of the address bar
Select Show Top Address Bar

Yes you can.

Open Settings ➔ Safari ➔ Scroll to the Tabs section: Here, ensure that SINGLE TAB has a check mark underneath it. That should do it.
