I have the GCN+ cycling app on my iPad Pro but it is not available in the Apple TV App Store, is there a way to put it in the Apple TV apps list

It is up to the app developer/publisher to determine for which platforms their app will be available, as Apple TV apps will have to be programmed separately.
You can let them know about your interest in an Apple TV version of their app. How to contact an app developer - Apple Support
