Yes.

As part of our efforts to reach our environmental goals, iPhone 13 and iPhone 13 mini do not include a power adapter or EarPods. Included in the box is a USB‑C to Lightning Cable that supports fast charging and is compatible with USB‑C power adapters and computer ports.
We encourage you to re‑use your current USB‑A to Lightning cables, power adapters, and headphones, which are compatible with these iPhone models. But if you need any new Apple power adapters or headphones, they are available for purchase.
My question is the opposite of what is being asked within this specific forum exchange. Can an Apple high speed USB C cable (with power adapter) be used to charge iPhone's that are older...iPhone X, iPhone Xl, etc.? I can't seem to get a straight answer when I search this question on the web.
Can we use apple 5w changer to charge iphone 13 pro max
Absolutely agree!
So just get a new charging cable that has a USB port and also fits into the 13 mini. Then I’ll be able to use everything including the charger in my car, in my house and everywhere else.

This is a bunch of BS. If you were so concerned about the environment, why did you change from USB A to USB C?!? Everyone just got through installing USB A ports in their houses, hotels, and businesses. Now the are no longer compatible with your new cord. Give me one good (non BS) reason why you did this. I’ll wait.
JUST? USB-A has been around for 25 years, it was first implemented in 1996. That’s a long JUST. It’s about time something better was introduced. USB-C was first deployed in 2014, SEVEN years ago. The rest of the world has already switched to USB-C; Apple was one of the last holdouts; every electronic product I have bought in the past few years has had a USB-C port, not USB-A. But fortunately, you can still use one of the dozens of USB-A cables you have buried in drawers around the house. While iPhones still have Lightning ports, Apple has switched most other products to USB-C ports, including all new Macs and iPads. And they will have to switch iPhones soon to comply with European Union standards that will ban proprietary connectors on electronic products.
You're welcome. You actually can't direct anything in this forum to Apple. You can, if you want, direct something to Apple via this link --> Feedback - iPhone - Apple
It won't get much attention from Apple however. USB A is as Lawrence Finch points out VERY OLD technology, whose time has come and gone and we all need to move on to USB C. There is simply no advantage to USB A anymore. There is much advantage to USB C.

Yes, it can. And any iPhone 8 or later will fast charge -- see: Fast charge your iPhone - Apple Support

As long as it's an Apple OEM or MFi Lightning cable it should work. It's all forwards and backwards compatible in a way that it's at the very least safe enough to use.

You mean you have no other USB power sources in your possession? You have never owned any cell phone or tablet that needed to be charged? You have no USB Lightning cables, either? This is your absolutely first smartphone?

I have a home with computers with USB ports (some USB-C) and tons of USB-A power adapters that I've saved up over the years. Part of the rationale is that most people already have power adapters that can be reused.
I just order an apple iPhone mini 13, it came with a charging cable that does not fit into any of my power adaptors nor my iMac.
I am not technically savvy at all and I am confused about how to charge this phone. So do I have to buy a new power adaptor to fit this cable that came with this phone. All of my other cables have USB ports, as to my power adapters. Can I just buy a different cable that will fit into this 13 mini and have a USB cable?
I am reading through this forum and seeing that everybody thinks that the cable that came with the mini 13 is what’s going to be everywhere, and Apple is behind the times. So it seems like I should buy a new power adapter? A new charger for my car? Or would it be smarter and cheaper to just buy a different cable. I’m hoping to not buy any more iPads, I may ask, or even a new phone. Everything I own is rather new, and I don’t upgrade like a lot of people because something new comes out., So please share your thoughts. Thank you very much for any replies

Does apple sell an adapter so that I can use all my usb external battery packs and charger which are all usb?? :-(
Apple doesn't have one, and I'm not sure if they sell aftermarket ones. They have it the other way around - USB-C plug with USB-A port, and a captive wire. I do have one adapter that does what you want, but it came with a USB-C to USB-A hub and only transmits data at USB 2.0 speeds.
However, if I were going to do it, I would just purchase MFi Lightning cables, which can be really cheap. I've bought 5 packs of such cables for as little at $5.99. More often than not, I use aftermarket, Apple certified Lightning cables, although I use a few Apple OEM cables.
I have over two dozen MFi USB-A to Lightning cables of various lengths from 4 inches to 10 feet. I've gotten them for as little as $4.99 for a 5-pack. I don't rely on Lightning cables to last nor do I assume that I'll never damage or lose them, nor that they'll never wear out. Whatever cables come in the box don't really matter to me.
There are simple, inexpensive solutions to all these issues.
