Find my iPhone challenge

My phone went thru the washer so I cannot get it to turn on. Trying to make an insurance claim which is requiring me to turn off find my iPhone. I’ve requested to but it says it will not complete until it is connected to WiFi…which I cannot connect because my phone will not turn on
