Hello. I was told to turn off Find My iPhone before sending my tablet in for repair. The problem is that the tablet does not turn on (hence the need for the repair!) ;) So just send it in as is?

You cannot remotely turn off Find My for a device when the device is powered off. Read here more about Find My:

So I would suggest sending it in just as it is.
