As topic says.. I have really low expectations since this idiotic system always mess up with backups and file deletions, but I am giving it a shot of hope..
Deleted audio notes from iCloud (of course if you go in Deleted items from iCloud, it doesn't show anything), it deleted automatically from the phone too without asking.
Can they be recovered?

Thanks for your answer, but there is no way i will restore another backup, loosing again new contents, without having the 100% security of recovering stuff that was saved on icloud and deleted also from my phone without any kind of advise.
The question is, if they were saved on icloud, why they are not in icloud recicle bin? What's the utility of that recicle bin if files that gets deleted (which i didn't even delete, i told my phone to not save them on icloud because i wanted to retransfer again) is not in the deleted folder?

If the recording from the Voice Memos app is not appearing in the Recently Deleted folder, the alternative option is to restore a recent backup in which that recording can be restored back to your iPhone.
