download times out
my ipad is in recovery mode...im trying to download but it keeps timing out.

We see that you are trying to restore your iPad but it keeps timing out and you already referred to If you forgot the passcode on your iPad, or your iPad is disabled.
We’d be happy to help you!
Per the article “If it takes more than 15 minutes, your iPad will exit recovery mode and you'll need to repeat the steps above to remove your passcode.”
You won't need to download the file again, so you should only need to do this once the download is finished.
If the iPad keeps disconnecting, you may need to try another cord to connect it.
