The table of contents is empty because you aren’t using the paragraph styles set to appear in it.

Hi - I know this question has been asked before but none of the answers have helped me. I'm on a MB Pro, using Pages 11.2. I've looked on YouTube, Google, looked here in discussions and haven't found a solution. I've looked in the manual. Nothing is working. Thank you in advance for ANY input!

Here is what I do and still get no TOC:

MacBook Pro 13″, macOS 11.6

Hi Katie,

If you converted a Page Layout document to Word Processing, the text will still be in Text Boxes. A Table of Contents does not recognise what is in text boxes. Type something in the document body using your Food Categories style, and the TOC will pick it.

Perhaps a caption above or below each text box?

Regards,

Ian.

the answer!

It's a bit of a guessing game as to what "the answer" is in a given situation, as different people learn in different ways. Apple's help accessible via Pages > Pages Help gives what I find to be useful step-by-step instructions. But for some a video works better. That linked video helped me. Other relevant ones, some newer, via search:
