Can you borrow someones Mac computer or s device?

Are you running any anti - virus programs? Using a VPN?

Try setting up another admin user account to see if the same problem continues. If Back-to-My Mac is selected in System Preferences, the Guest account will not work. The intent is to see if it is specific to one account or a system wide problem. This account can be deleted later.

Isolating an issue by using another user account

If the problem is still there, try booting into the Safe Mode using your normal account.  Disconnect all peripherals except those needed for the test. Shut down the computer and then power it back up after waiting 10 seconds. Immediately after hearing the startup chime, hold down the shift key and continue to hold it until the gray Apple icon and a progress bar appear. The boot up is significantly slower than normal. This will reset some caches, forces a directory check, and disables all startup and login items, among other things. When you reboot normally, the initial reboot may be slower than normal. If the system operates normally, there may be 3rd party applications which are causing a problem. Try deleting/disabling the third party applications after a restart by using the application un-installer or by using the developer’s uninstall instructions. For each disable/delete, you will need to restart if you don't do them all at once.

It took me 3 days to figure it out.

I managed to fix this issue using a different Apple device.

I installed the latest beta version of iPadOS 15 and logged into iCloud through it, that's when I was able to actually accept the terms and conditions.

Then I logged in on my new mac and it worked.

This issue needs to be fixed because not everyone has an extra apple device to use.

I have the same issue with the work account I attempted to make yesterday, as do several people I know who made Apple IDs in the last few days. I’m almost positive this is an iCloud bug, but I’m having difficulty escalating in a useful way. iCloud support kicked me to macOS support, who kicked me back, and I gave up and got off the phone.

The advice by artsem22 is wrong. You can have any email address for your Apple ID. Mine is on my own domain, my spouse is on Gmail, my cousin is on outlook.com.

Second Admin User is not working either. I just got a very new one. So this is also very new apple account. And there is no 3rd party installed. Because I can't even login the App Store. I mean this is factory clean MacBook. For me, First apple product after 10 years and it is already very disappointing.

But I already know this issue about accepting iCloud agreement. When I login via browser, each time it keeps asking agreement despite I already accepted every time. Finding another device is gonna be challenge to accept agreement.

I have heard from one other person this works, but only on iOS/iPadOS devices. I can unfortunately verify it does *not* work to use another Mac. (Which is unfortunate; I had an extra Mac handy, but not an extra iPhone or iPad.)

The closest I've gotten to everything working has actually been to sign into the Music app. That then allowed signing into the App Store and a few other things, but iCloud is still a no-go in System Preferences. Still, it's enough for me to get my company's custom apps, so that gets me far enough for now.

I can confirm this works. The Apple ID website shows my shiny new macbook is signed in, but it doesn't get past the sign in screen because `ACCOUNT_UNAVAILABLE` - so I followed the instructions given in some of the posts above:

* visit https://www.icloud.com/

* sign in with Apple ID

* accept the T&Cs

* now try and sign in on the complaining Apple device

During the sign in step in a browser on not-my-macbook, I had a 2FA prompt and the verification code was displayed on the macbook that was still stuck on the "Sign in with Your Apple ID" screen....

Thanks all.

I already logged in with Apple ID to new Mac but iCloud still show not signed in. When I try to login using Safari, I get an error "iCloud encountered an error while trying to connect to the server." on the different machines I have tried.

Then I tried incognito window and it worked. I did login and accepted T&Cs but I still get the same error when I try to start using iCloud on my new Mac. It still asks T&Cs also.

After trying a lot of the solutions posted here and they did not work for me, I just called apple support.

And was on the phone for 46 minutes, 17 seconds as they escalated me twice.

They were able to fix the problem, and the fix had nothing to do with my device- they did not tell me what they did, so that wasn't so helpful for everyone here, but it can be fixed.

If you are seeing "Account_unavailable" ... including the underscore- you may have the same issue as me, and you'll probably need to call support to get them to fix it- this page will let you enter a number for them to call you back at.
