I can confirm this works. The Apple ID website shows my shiny new macbook is signed in, but it doesn't get past the sign in screen because `ACCOUNT_UNAVAILABLE` - so I followed the instructions given in some of the posts above:

* visit https://www.icloud.com/

* sign in with Apple ID

* accept the T&Cs

* now try and sign in on the complaining Apple device

During the sign in step in a browser on not-my-macbook, I had a 2FA prompt and the verification code was displayed on the macbook that was still stuck on the "Sign in with Your Apple ID" screen....

Thanks all.

It took me 3 days to figure it out.

I managed to fix this issue using a different Apple device.

I installed the latest beta version of iPadOS 15 and logged into iCloud through it, that's when I was able to actually accept the terms and conditions.

Then I logged in on my new mac and it worked.

This issue needs to be fixed because not everyone has an extra apple device to use.

Hello,

I had this issue and resolved it with the help of Apple support.

In System Preferences, go to Internet Accounts and sign into iCloud with your Apple ID. Accept the terms of service. If it prompts you to sign into Find My Mac, do so. Doing this allowed me to finally sign into my Apple ID on my Mac; it may not solve the problem for everyone but it is worth a try.

not sure why i thought I fixed it, as it got stuck regardless of what I tried (incog windows, logging out/in, rebooting, different browsers, systems etc etc) - so I ended up creating a new icloud account as i cared more about getting access to the macbook than anything else at that point

I'd already spend a while trying to _get in_, let alone set it up and I wanted to link installed stuff to an Apple account - figured it was easier moving things to a different Apple ID than it was to try and wrangle this frustrating system into submission...

I have heard from one other person this works, but only on iOS/iPadOS devices. I can unfortunately verify it does *not* work to use another Mac. (Which is unfortunate; I had an extra Mac handy, but not an extra iPhone or iPad.)

The closest I've gotten to everything working has actually been to sign into the Music app. That then allowed signing into the App Store and a few other things, but iCloud is still a no-go in System Preferences. Still, it's enough for me to get my company's custom apps, so that gets me far enough for now.

Yes, exactly my wife's new Macbook Air problem. Called apple support (I am not in Apple ecosystem myself) - one of the "geniuses" told me to factory reset the computer (that didn't help), second one took me through the quest of completely reformatting the disk and reinstalling the OS. Needless to say that didn't help either. At the same time we tried to login on appleid.apple.com, which sends the 2FA code to the wife's "ACCOUNT_UNAVAILABLE" MBA:) What a mess. Somehow the problem went away, most likely because of the sign in on appleid.apple.com and/or icloud.com (did both during the test sign in).

I have the same issue with the work account I attempted to make yesterday, as do several people I know who made Apple IDs in the last few days. I’m almost positive this is an iCloud bug, but I’m having difficulty escalating in a useful way. iCloud support kicked me to macOS support, who kicked me back, and I gave up and got off the phone.

The advice by artsem22 is wrong. You can have any email address for your Apple ID. Mine is on my own domain, my spouse is on Gmail, my cousin is on outlook.com.

Can you borrow someones Mac computer or s device?

Are you running any anti - virus programs? Using a VPN?

Try setting up another admin user account to see if the same problem continues. If Back-to-My Mac is selected in System Preferences, the Guest account will not work. The intent is to see if it is specific to one account or a system wide problem. This account can be deleted later.

Isolating an issue by using another user account

If the problem is still there, try booting into the Safe Mode using your normal account.  Disconnect all peripherals except those needed for the test. Shut down the computer and then power it back up after waiting 10 seconds. Immediately after hearing the startup chime, hold down the shift key and continue to hold it until the gray Apple icon and a progress bar appear. The boot up is significantly slower than normal. This will reset some caches, forces a directory check, and disables all startup and login items, among other things. When you reboot normally, the initial reboot may be slower than normal. If the system operates normally, there may be 3rd party applications which are causing a problem. Try deleting/disabling the third party applications after a restart by using the application un-installer or by using the developer’s uninstall instructions. For each disable/delete, you will need to restart if you don't do them all at once.
