Other Thoughts:
A. Clear Temporary Internet Files:
Try clearing out your Temporary Internet Files: History, Cache, and Cookies. Go Here: Clear your Safari browser history and set up content blockers on your iPhone, iPad, or iPod touch
B. Disable Cellular:
Try disabling Cellular, and using Wi-Fi instead, seeing if that makes all the difference.
C. Try manually restarting your iPhone:
If your Wi-Fi section is greyed out and you cannot choose it AND you have tried everything that you have mentioned in the post, then I recommend that you have your iPhone examined at the Apple Store or at an Authorized Service Center. You may also begin with contacting ➔ Apple Support

If you have a vpn installed fully remove the vpn profile (or deleting the vpn app will do this also) and see if you can connect to Wi-Fi then if you don’t have a vpn at all installed on the phone may need to try to restore the phone using a computer. If you do the restore don’t recover from a backup during set up choose don’t transfer apps and data but you can sign in with your Apple ID.
