Try logging out of iCloud from iCloud web and any device (Windows PC, iPad & iPhone).
Then log in again.
Does that improve?
I don't have that problem, don't use Windows 7 anymore.
FYI: Windows7 support ended on January 14, 2020.
When I Downloaded pictures to my ipad the file with the picture is there, but a lot of pictures are missing when I open the folder on my ipad.
