Dock setting on iPhone not Changing items in the Watch Dock

I just got a new iPhone. I unpaired the watch with the old iPhone, paired it with the new iPhone and set up the Apple Watch.

Everything carried over except that the Apps in the Dock are not as set in the Watch App on the iPhone.

I want to select the Apps in the Watch Dock. I have the ones selected and this worked with the previous iPhone.

I have tried turning the Dock to 'Recent' and back to selected. I have rebooted the Watch and the iPhone. I have turned the setting to 'Recent' and rebooted the Watch and iPhone. Then turning back to selected and rebooted both.

Nothing has fixed the watch so that the Apps are as selected.

I have had this new phone since Tuesday evening and it is now Friday at noon, more than enough time for the Watch to be fully updated by the iPhone.

Please do not tell me to Unpair then Pair again as then I have to redo a lot of stuff like credit cards.
