In app purchases Animal Revolt Battle Simulator

I recently got Animal Revolt Battle Simulator on iPad for my grandson. Within a couple of days he has racked up $25 of in app purchases. In app purchases is turned off in Settings and the iPad is set to always require a password for purchases. Neither of these settings seem to have an effect. on ARBS. How does this happen and can it be fixed?
