one needs to log into their account via Apples servers, access your icloud account and dile a motion for your data to be deactivated/terminated.

ots probable youve encountered a lock on your ID and must now initiate the recovery process. stop trying to access it and allow the interim to pass for Apple will extend the probation interim for its recovery.
