The three dots “button” is a core element of the iPadOS15 User Interface - intended to simplify use of full/split/slide-over multitasking. This control cannot be hidden or suppressed.
Some Apps will require update by their respective developers to accommodate changes made within iPadOS. Until affected Apps are updated, there is little that you can do other than to seek assistance from the respective App Developer:

Hello ~ The answer is that we are fellow forum members just like you are and we cannot make any changes to the iPad. At this present time there is not way to remove this feature. You can however leave your feedback here:

We'd be happy to provide some information about the 3 dots you're seeing. It is not possible to remove them. If you tap them they provide your options for multitasking. Check out this article for more information: Use multitasking on your iPad.

You are not addressing apple on this user to user only forum. So asking users who don't work for Apple, who cannot make any changes to iPadOS to make a change, gets you nothing.
It's most unlikely Apple will delete the Multitasking dots, but feel free to use the feedback link to express your thoughts to Apple --> Feedback - iPad - Apple

It is used for multitasking . I read about " Use Multitasking on iPad " and checked
"accessibility preferences " , no dots information to be found . I agree with the others
replies ~ I always hit it when I rename a document .
Hello ~ You need to understand “we” are not Apple but fellow users just like yourself and we volunteer our time to help here. We have given you the link to contact Apple with your feedback and getting upset here does nothing to change the facts…the dots are there and will stay there until Apple changes it.

The three-dots button is visible in Procreate because the App supports Multitasking.
The three-dots button is suppressed/hidden in Apps that don’t support multitasking features of iPadOS.

The 3 dots thing at the center top is just plain bad design! Far too easy to hit by accident when I go to tap on the URL in Safari. I never want that multitasking pop-up or whatever it is. Please give the option to disable or relocate it.

If you want your voice to be heard by Apple, you are encouraged to make use of the feedback pages in expressing your views.
The three dots so close to the URL bar is a major BUG! Why does Apple have to jam this down everyone’s throat? Just find a way to disable it and make folks happy. I have no interest, whatsoever, in this functionality that you view as important. It’s a major PITA and if you overshoot the URL bar, you waste keystrokes and time getting rid of it.
