The three dots so close to the URL bar is a major BUG! Why does Apple have to jam this down everyone’s throat? Just find a way to disable it and make folks happy. I have no interest, whatsoever, in this functionality that you view as important. It’s a major PITA and if you overshoot the URL bar, you waste keystrokes and time getting rid of it.

The three-dots button is visible in Procreate because the App supports Multitasking.
The three-dots button is suppressed/hidden in Apps that don’t support multitasking features of iPadOS.
Wish I had never updated to 15. My I pad used to be a pleasure to use, but now its just frustraiting. The View option is gone from the notificications which makes sorting them very time consuming, swiping seem to be slow which makes closing app hard, and those three little dots have ruined screenshots. It’s like using a cheap tablet or a galaxy. SHAME ON APPLE.

I’m an artist and I like to use different apps to draw however the dots literally cover the buttons that I’m using to draw. Can you guys make an option to remove or move the dots around because they’re really annoying.
I dislike the three dots function. It makes it hard to use notability, because the three dots are always in the way of us using tools, so every time I click one of the tools I have a chance of hitting the three dots and it’s annoying. Please please please have a button somewhere in settings for us to disable it!
It’s generally useless (I personally never use it, if I want to use split view I use the old way), yet it gets in the way SO much
That’s my concern. I will never update again because of things like this. Too risky to update the iOS because if hidden things that end up being a major PITA.
I would really like to update for security concerns but no more.
Apple should provide two separate updates. One for security and another for user experience.

Your comments are very helpful. Some posters keep posting the same discontent with those 3 dots no matter how many times you link where they should complain.
I will add my comment but it is a very positive one. I love those 3 dots. I have some trouble with my fingers, and I hated trying to get a split screen before because I could never seem to drag another app over to create a split screen. Now it works just fine.
I do know some of my apps do not support split view, and maybe people need to complain to the individual app developers to encourage them to update their apps to this new operating system.
I do not want to have split screens and certainly do not want the three dots at the top of safari giving me that option I’m sure someone probably thinks it’s a great idea but for those of us who don’t think so please give us the option to remove them
I hate those dots. You cannot avoid tapping them by mistake and wind up with the split option or with a split screen. Whoever came up with this WITHOUT ANY OPTION TO REMOVE THEM should be fired. This is infuriating.
3 dots inteferes with other apps where toolbar is placed in exactly same center position. I am an artist and use space left right too and bottom for stacking tools. This is so annoying and should at least be moveable and better yet, I woukd like to turn off and on at my end
I’m finding the 3 dots are a not-so-great addition since I bought the iPad mainly for the Pencil and digital art. It’s kind of like having an invisible notch at the top middle of the screen. I no longer have a completely full canvas area to work on. Sometimes I accidentally get too close to the 3 dots’ area, get interrupted, and have to refocus since the pencil stopped making marks. I can’t tell if this is too nitpicky or not, but it seems kind of a big deal to me.
I can see how it must be quite awesome for a lot of other use cases. It’s probably fantastic for studying if you’re a college student, and probably a lot of office-type work, but unfortunately I really haven’t needed it at all. I’m just not a big multi-tasker, and on the rare occasion I needed it, I didn’t have much problem doing it the old way.
I think what would be a big win-win is if they can someday program it to allow the Apple Pencil to paint within its area, basically just have the Pencil and the multitask button ignore each other. Make it responsive to touch only.

this is bad design - make the multitasking ability as it has been before - choose in the settings.

I disliked those three dots.. until I changed my perspective to learning how to use the dots to my advantage and learn how to multitask. Perhaps a change of perspective would be more efficient than complaining about something you cannot change?
I know how to use the dots and they have been helpful twice in the past month. However, I have tapped them unintentionally dozens of times. A bad design is a bad design and Apple should correct this mistake rather than everybody having to adapt to it. It’s not as if you can’t split/join the screen if they moved the option out of the way. You could before until Apple got cute with plunking those occasional-use dots in pretty much the worst place possible: a fraction of an inch away from a place users tap all the time.
It's not so much that they might not be a useful thing for some users. It's more about the location. If they were moveable, say left, middle, or right of the screen at least, they might not interfere so much with things that people have mentioned here.
