When editing pdfs, the markup toolbar will often disappear. Not just minimize, but disappear entirely. Double tapping won't work.
I can bring it back by tapping the markup tool and then tapping again, but...I dunno'...I kind of feel like this should just work as expected.

Take a look at the section of this article that states "Show, move, and hide the Markup toolbar" to make sure there's not a gesture causing this: Draw in apps with Markup on iPad
Also, make sure you have a current backup and your iPad is up-to-date:

There is nothing in that section about "gestures". I'm not talking about minimizing the toolbar. It completely disappears.
The markup icon is still blue -- I can still write -- but the double tap doesn't work and I have to disable/re-enable markup to get it back.
