Apple Account and ITunes disabled

I keep getting a notification saying my apple account has been disabled and so I can not download any apps. How do I fix this, I have reset my Apple ID, reset my phone...I need help.

If your account is disabled in iTunes you will need to contact apple to be able to unlock it.
