How? I've tried a dozen times. Text goes fine. pdf gives "Message not sent".

OK......do you not have a local copy of the PDF on your iPhone? Sharing from iCloud is likely the issue. I believe (but could be wrong) that may limit you to sharing the PDF via text to someone not part of the iCloud ecosystem.
Select the document from files.
Long press and share
Select message
Add the recipient
Send the message.
If it's not working for you, perhaps there is an incorrect setting with the send SMS/MMS?
No luck. The file is in iCloud, I access it with a long press, Share, and Text. Here's a screen shot of my settings. Still get message failed to send. I am sending to an Android, if that makes a difference. Thanks for the help.
You can send a pdf by text.
Go to Settings > Messages > Is SMS/MMS turned on? If no, contact your cellular provider to ensure your phone has been provisioned for MMS/SMS messaging.
