I have an iPhone 11 running on IOS15 recently I discovered when I turn my phone off it automatically turns back on my itself. I’m not sure why it’s doing that because I’m obviously turning it off for a reason. Any suggestions?

When your iPhone is turned off, is it connected to power (via cable or wireless charger? If yes, then that's very likely is expected.
If it's happening with power connection, remove the case (if you use any) then see if it's still happening. If yes, it's possible the Side Button in your iPhone is malfunctioning.

If by turning off you mean you push the side button to turn the screen off, then you don't actually power off the device but turn off the screen so iPhone is asleep. When you get a new message, or incoming call or other type of notification, the device will get awake; the screen will wake up.
I mean fully shutting it down. I do the “slide to shut down” process it shuts down normally but then powers back on without me turning it back on
