I've been using this feature for years, but now when I want to put hyperlinks to the right part of the dock, if I select the favicon, it goes to cross (close tab) and impossible to move it to the dock. It just opens a new window.
There must be something...

Try to drag the address bar's favicon rather than the tab's favicon.
If your address bar is too small, then choose in Safari's Preferences... -> Tabs -> Tab layout -> Separate.

It works well when I change the layout, so that I can see the favicon when I click in the address bar.
But in compat view, when I click on the address bar, the favicon is not showing, so to make it wok I need to click in the blanck space, very small to reach... not convenient at all...
