To set up an Apple ID for a child you have to have Family sharing active.

There is only one way to set up Family Sharing on an Android device and that is by having a subscription to Apple Music.

With a lot of possible constraints on doing this such as are you wanting to subscribe to Apple Music just to do this or would it be easier to just find somebody with a Mac, this answer could start getting very long at this point since I do not know what hardware your child has, if any, and how complex procedure you are willing to undertake.
