This evening I upgraded, (a late upgrade from 10.14 to 11.6). When the upgrade completed the two users were now standard users instead of the Admin users. So, now there are no Admin users to allow me to make and admin level changes. How can I move these users to admin level?

Give this a try in order to re-run the Startup Assistant where it creates a new Admin user when you first boot up the Mac.
