Unable to pair apple watch 6 to iphone x as secondary watch

Hi, i bought an apple watch for my mom and i am unable to pair it with my iphone x (running latest ios) as a secondary watch for family member. It shows an error that the watch needs to be at minimum os level with gps + cellular. Please help me figure out this one. Thanks.
