"Maybe it's just me, but it's none of Apple's business." I don't want to share my voice memos with Apple by means of iCloud, and, until "iTunes" was mysteriously taken away, I didn't have to. Strangely, the "Voice Memos" application on the Mac does not seem to have the ability to copy memos off the device, as the "Photos" application fortunately still does.
You can airdrop the voice memos to your Mac. To do this, click on the more button on the voice memo you want on your Mac, and then click share. Choose airdrop and select your Mac from the list.

iCloud is probably easiest as it just happens; and Apple cannot see your data.

Open Voice Memos
Tap Edit
Select the memo
Use the share sheet (lower right, box with the arrow)
Select your share method
