Im at my end here. I cannot figure out why the draw mask is not moving/animating my freeze frame/person how i want it to. Please help. See screen shots below. When i move the position it only moves what seems to be the background. im adding the keyframes to the top layer so the bottom layer stays the same. im not sure whats happening.
You are key framing the position of the draw mask. In the video there are no keyframes on the draw mask. The keyframes are on the transform for the clip itself.

As Tom has been saying… you seem to be keyframing te Transforms of the mask. That is not what you want.
You want to keyframe the X and Y parameters of the Position of the CLIP.
You are animating the draw mask. It looks like you want to animate the position of the clip itself, and then the draw mask will move with it.
That's what you're doing, but that's wrong. You do NOT want to use position on the draw mask. That moves the mask. You want to use position on the clip down below the effect.

As Tom said: is this the position of the top clip (the one to which you applied the draw mask)?
Im not sure im following, take a look at these two screen shots. i applied the draw mask to the top clip in order for the bottom clip to stay place. im using the position in the draw mask effect right?

AHHHHH that worked. okay im so sorry, i knew it was something simple. i was working on it for hours. really appreciate you alls speedy response. if i can review you all or anything let me know!!!
