The compass on my Apple Watch Series 7 is sometimes accurate but is more often off by up to 90 degrees. I tried it both indoors and in an open area away from buildings and it has the same erratic behavior. At all times the compass on my iPhone 13 measures accurately. Any tips appreciated.

Solved. I was using a 2018 Sports Loop from my 2018 Series 4 which is a problem according to the article. I replaced it with the Sport Band that came with the watch and it works perfectly. Thank you for the link. I searched and found some support articles but not this one.
I'm glad it helped you. And I learned something along the way. I'm getting the new Watch 7 in Stainless to replace my Series 4 watch and I know now not to wear my Milanese band if I need compass accuracy!
