iPhone wallet doesn’t allow rewards cards to be added

How can I add my insurance cards to my wallet. I only have a choice to add a transit card or to apply for a apple credit card

Your insurance provider would need to have a mechanism for adding the card. Perhaps they have an app or online portal where you can download it. Of course, know that many states do not consider digital cards acceptable proof of insurance (crazy, I know). So, keep both.
