If your download speed is suspect get on a faster Network, you can try again your Helper Tools from the Terminal :

xcode-select --install

When I click "Install Now", it downloads 4GB of stuff, pauses a *long* time (3–4mins) at 2 seconds remaining, then goes back to telling me I need to install them again.

And if I click "Install Now", it just does all that over with the same result.
