Activation lock

Hello Apple, I have a problem with my friend’s apple watch, his watch was stolen by a relative of his, who were able to change it’s icloud, and then it was found by my friend, but now he can’t connect or activate the watch because it has a mew icloud that belongs to his relative.

can you help me to solve this and remove the activation lock please?
